Location Information

This position could be located in Toronto, ON, Winnipeg, MB or Calgary, AB. 

Job Purpose and Impact

The Canadian Customs Analyst plays a key role within our Global Trade Compliance (GTC) function by executing customs compliance activities across a wide and diverse customer and stakeholder base in Canada and as needed, in support of US GTC and cross-border operations and objectives. In this role, you will work closely with internal business units to address risk and leverage customs opportunities, develop and implement control and compliance frameworks, contribute to government inquiries and provide operational mentorship and training. You will also develop and support implementation of moderately complex customs solutions and advice while delivering customs advisory and operational excellence support to facilitate import/export compliance with corporate targets and objectives.

Key Accountabilities

  • POLICY & PROCEDURE DEVELOPMENT: Implements, maintains and supports the development of moderately complex customs compliance tasks and actively participates in projects associated with customs compliance.
  • EXPERT ADVISING: Uses general knowledge to provide support to global trade operation and compliance teams and businesses with technical guidance (covering classifications, preferential and non-preferential origin, valuation) as regulatory and legislative changes occur to ensure compliance with customs regulations and trade policies to mitigate impacts to the organization. Applies recommendations on local and regional technical and regulatory interpretations including classifications, country of origin determinations, valuations and regulated product flows.
  • CUSTOMS STRATEGIES: Collaborates with global and regional partners and other business leaders to implement and optimize global customs strategies and ensures requirements are met.
  • AUDITS & INVESTIGATIONS: Conducts important import and export risk assessments, providing strategy and planning support for business units involved in import and export activities.
  • METRICS ANALYSIS: Retrieves and analyzes data in response to moderate risk audits to share insights while identifying compliant customs data and supporting or partnering with more senior team members
  • RELATIONSHIP MANAGEMENT: Collaborates with legal counsel and customs authorities as required to keep abreast of regional trade compliance operations, sensitized data management systems and processes, harmonizing to a scalable framework of standards to secure and facilitate global trade.
  • COMPLIANCE TRAINING: Supports the design and implementation of training programs aimed at educating the team and partners on customs compliance requirements and standard methodologies.

Qualifications

MINIMUM QUALIFICATIONS

  • Diploma/certificate or bachelor's degree in a related field or equivalent experience.
  • Minimum requirement of 2 years of relevant work experience. Typically reflects 3 years or more of relevant experience.
  • Must be legally entitled to work for Cargill in Canada.
  • Technical knowledge of classification, origin determination, and customs valuation.
  • Demonstrated customs compliance experience gained, preferably within the food industry or with a Big Four accounting firm, consultancy, major law firm or multinational company.

PREFERRED QUALIFICATIONS

  • Prior experience designing and implementing complex trade compliance solutions with moderate to minimal support from leadership
  • Ability to balance detail orientation with big picture judgement while delivering practical solutions with strong supply chain business acumen
  • Proactively drives problem resolution through root cause analysis and provides suggestions for sustainable corrective and preventive actions
  • Detailed knowledge of preferential origin programs, HTS classification and customs valuation (with an emphasis on conducting related party valuation studies) and risk management design
  • Professional certification and/or equivalent experience
